Away with the Canon, Onward with Street-Smarts When you think of education, the thing that probably comes to mind first, is the institution of formal education, i.e., primary, secondary and then higher education. We have this closed perception that education has to be formal, and nothing else. Often times we, as human beings, tend to weigh things too heavily on formal education. We frown upon the fact that if a person doesnt choose to go and become educated in the traditional way, they wont be able to make something of themselves in their lives. Personally, I strongly disagree. As Jon Spayed, Learning in the Key of Life, put it, there are many ways to become an educated American, as there are Americans (Spayde 63). The method in which an individual chooses to become educated, is as unique as the human individual is in itself. Education should not just be based on the traditional Books of the canon including: Dante, Shakespeare, Aristotle, Sophocles, Locke, Dickens and Faulkner, but it should strive towards making an equally balanced student, which it doesnt seem to be doing. Spayde argues in the favor of an in-the-streets education. Granted, an in-the-streets education cant take the place of a formal education, I feel strongly, that having and knowing street smarts can get you far in the 21st. Century. From a formal education, one is taught from the traditional canon. This canon consists the Great Books that have been chosen to help educate our young people to help them become great things in life. Basically, one is taught in a way that tries to mold them into becoming this great thinker of the times, when in actuality, one is being taught things that are way out of date. They are being taught to use their brains in a very narrow way-not opening them up to other thoughts and ideas. According to Mike Rose, Lives on the Boundary: ...canonized curriculum students would most not likely receive a common core of American Experience (Rose 115). Basically, the canon doesnt teach you the life skills that you need in this day and age, a.k.a., street-smarts as Spayde calls them. To not receive the common core of American experience is depriving yourself of so much, all of the experiences that you cant learn and get from a formal education. Another component to formal education that really isnt extremely vital, are the humanities.

Roles Reversed in A Tale of Two Cities
ââ¬Å"A Tale of Two Citiesâ⬠by Charles Dicken's is a novel that is steep in great mystery. Dickens writes his characters not as solely good or bad. Each character is fleshed out as a real individual with faults. The doubling of the characters Sydney Carton and Charles Darnay is a central technique used by Dickens. In this case he not only pairs together opposites in values but makes them look exactly alike. Many people claim that Carton is the ââ¬Å"badâ⬠one who has a great transformation and Darnay is the good one.However, after examining the text of ââ¬Å"A Tale of Two Citiesâ⬠it is clear that Darney is full of contradictions and Carton who is morally stable. Carton is a regular drinker and makes no claim otherwise. He is often seen drinking in the text or talking about drinking with a friend. He recounts stories and misadventures from bars. The narrator explains that he is always out late, he has been seen coming home in the early morning hours and he works fo r Stryver. The reader see Carton has someone how has many bad habits that have been going on for years and years.Carton is also seen as not competitive or professional at all. Carton saves up all his energy and time to do the one task he has been destined to do ââ¬â die a hero's death. He makes the decision to pretend like he is Darnay and take the death punishment for him. In comparison Darnay who is initially thought of as being the good guy is not what he seems to be. Darnay comes form a family who has a long history of being cruel to the French people. They have wrong people again and again for years. He wants to renounce his family name not out of good will but because it absolves him of any responsibility.He pretends to be someone else when he married Lucie and deceives her for his own gain. Darnay chooses not to stay in Paris and fight for the people his family has wrong. He goes away and hides in London where he is safe from harm. Even at the end of the novel when Darnay should be put to death, he hides from his responsibility. He lets Carton be killed instead of him. Darnay and Carton act as foils to each other in Dickens' ââ¬Å"A Tale of Two Citiesâ⬠. While Darnay is seen as heroic and Carton is seen as the exact opposite- nothing can be further from the truth.Is Darnay that is ideal, irresponsible, and immature. Carton is created to be a stark contrast o Darnay. Carton grows into a man who in the end gives his life for the greater good of his family, friends, and society. This is something Darnay has never and will never be able to do. I agree with this criticism because I feel that they are many instances within the novel which support idea that Darnay and Carton are not who they originally seem to be. For example Darnay says ââ¬Å"If it ever becomes mine, it shall be put into some hands better qualified to free it slowly [â⬠¦] so that the miserable people who cannot leave it and who have been long wrung to the last point past endura nce, may, in another generation, suffer lessâ⬠(130). Darnay really does not want his family name. He wants to hide from the past and make it disappear. That is why he chooses to be someone he is not. I believe that the text shows that Darnay is idle and continue to do the same things over and over again. ââ¬Å"the events of this week annihilated the immature plans of last week, and the events of the week following made all new again [â⬠¦] he had watched the times for a time of action, and that they had shifted and struggled until the time had gone byâ⬠(251). Unlike Carton who seems in the beginning to be idle and is ââ¬Å"rumoured to be seen at broad day, going home stealthily to his lodgings, like a dissipated catâ⬠(90). However, in the end it is Carton who dies for what he believes to be right and states ââ¬Å"It is a far, far better thing that I do, than I have ever done; it is a far, far better rest that I go to than I have ever known. â⬠(374) .

Illegal immigration has become a huge issue in the United States, it is estimated that there are about twelve million illegal immigrants living in the U. S. today and that number is growing larger every day. This issue has caused multiple social, economic, safety, and law issues within the country. The state and federal government is using billions of dollars on things such as school, welfare, and medical and receiving minimal or no money in return simply because they are giving out the money to illegal immigrants who do not pay taxes to help fund things. Even though illegal immigrants help the economy, take low paying jobs, and improve the overall image of America, the U. S. must not allow any persons who enter this country illegally to stay in this country because, the illegal immigrants create social, economic, safety, and law issues for the country. The United States has a long history of immigration from different countries. People first started immigrating to the U. S. in around the year 1815. ââ¬Å"Between the year 1815 and 1915 it is estimated that thirty million Europeans arrived into the United Statesâ⬠(Willis par. 1). Once people started immigrating to this country is when the problems started to begin regarding illegal immigration. People of the time wanted to get into, and be a part of this country they just did not want to do it the correct way. Charles Willis stated, ââ¬Å"During the large wave of immigration the U. S. limited the number of people allowed to enter the U. S. , and a certain amount from each country. However the door was left open for Mexicans, who even then were desired by employers for their cheap labor. As history would show, this legal immigration led to illegal immigrationâ⬠(par. ). This is when illegal immigration is believed to have begun. Furthermore, there are more facts in history about illegal immigration taking place. For example, a L. A. Times story from April 1926 noted that many of the ranch workers in Californiaââ¬â¢s Imperial Valley entered the U. S. illegally without paying the fee or passing the literacy test (Gheen par. 6). Because of all the immigration, both legal and illegal, the government needed to do something to be able to control what was going on, therefore between 1882 and 1917 the U. S. government introduced laws regulating immigration. Immigration legal and illegal did not just occur in history, but is a current event in the United States today. Illegal immigration has become a larger problem in modern times than it ever was in the history of this country. It is estimated that there are twelve million total illegal immigrants residing in the United States (Miller 11). It is also estimated that 1 to 1. 5 million immigrants enter the U. S. each year, and of that million 850,000 people are believed to be illegal (Miller 12). All the people entering the country illegally can cause an abundance of problems. There are only a certain number of immigrants allowed into the country each year. All the people coming to the country illegally count as part of that number. The illegal immigrants that come to this country take up spots for immigrants that want to come here the legal way. That is not the only problem they cause either. Illegal immigrants use up government expenditures. According to William Gheen, ââ¬Å"Undocumented workers do not generally pay income taxes but do use schools and government services, they are seen as a drain on government spendingâ⬠(par. 8). Illegal immigrants also take up jobs that legal citizens of this country may desperately need that job. This country has been going through times where it has been hard for people to find jobs, if illegal immigrants had not taken some of these jobs it would have been easier for the citizens of this country to find a job. Illegal immigration is still a problem in modern times. Even though there are many bad aspects to illegal immigration there are also some positive sides of it. Although illegal immigration has negative aspects, it also has some positive aspects as well. For example, illegal immigrants help the economy. The money that illegal immigrants spend on goods and services in their local communities and around the state, ââ¬Å"reverberates throughout the whole economy, creates more jobs, more spending and more revenue, the economic benefit far outweighs any cost on the fiscal sideâ⬠(Gheen par. 12). A 2007 study on immigrants in Arkansas found that the total economic impact of Arkansasââ¬â¢ one hundred thousand, fifty one percent undocumented, on the state economy is nearly three billion dollars (Willis par. 5). Texas comptroller study found that the one million four hundred thousand undocumented immigrants living in Texas in 2005 contributed 17. billion dollars to the state economy (Willis par. 5). Illegal immigrants also take low paying jobs. Most Americans do not like to wash dishes, bust tables, and mop floors, but those are jobs that need to be done. Employers always have trouble finding regular employees to do that kind of work, which is also usually low paying. Americans are not willing to work them whereas the illegal immigrants are. When businesses have trouble filling positions of low skill jobs they only have two choices, raise the wage rate high enough to fill jobs or eliminate positions (Gheen par. 4). Businesses must then raise the prices of their items to make up the difference. Higher prices that the customers of those businesses will end up paying for. Illegal immigration also improves the overall image of America. No other country in the world has the diversity of races, religions, and cultures as America does. America brings together all sorts of different people around the world. Diversity in a country brings less prejudice against people and helps to introduce new ideas, perspectives, music, food, entertainment, strengths and skills. Other countries do not have a good image of Americans, allowing them to see all the good things this country has to offer helps Americas overall image (Willis par. 7). There are multiple positive aspects to illegal immigration. Even though there are some positive things about illegal immigration there are still lots of negative aspects as well. Illegal immigration brings lots of problems to this country. Firstly, illegal immigration allows more opportunities for terrorists, drug deals, and criminals to enter the country. When people come into the country illegally police cannot monitor what is being brought into our country. They cannot do a background check to see if any persons who come have criminal records or could pose a potential threat to the country. Illegal immigration is linked to drug smuggling, murder, and other crimes which threaten the safety of Americans. Jim Kouri said, ââ¬Å"In the population study of 55,322 illegal aliens, researchers found that all together they were arrested at least 459,614 times, averaging eight arrests per illegal alien. Nearly all had more than one arrest. Thirty eight percent, about twenty one thousand had between two and five arrests. Thirty two percent, about eighteen thousand, had between six and ten arrests, and twenty six percent, about fifteen thousand, had eleven or more arrestsâ⬠(par. 11). Illegal immigrants commit multitudes of crimes which make the city or the area they are living in unsafe for the citizens in that city. Secondly, Illegal immigrants consume high amounts of government resources. Most illegal aliens occupy low income employment and are more affected by downturns of the economy, which in turn puts them into welfare services which the government pays for. Undocumented workers do not usually pay income taxes but use government services, these people are seen as a drain in government spending. The government spends one hundred and thirteen billion dollars on outlays for services and benefits for illegal aliens and their families (Morrow 137). Education for children of illegal aliens represents the single largest expenditure at an annual cost of fifty two billion dollars, which is nearly all payed for by the state and local government (Morrow 138). Illegal immigrants also take up low income easy jobs for less skilled Americans. U. S. itizens receive less job opportunities because they have to compete with illegal aliens. The U. S. citizens pay back the government resources they use by paying taxes, whereas the illegal aliens do not refund the government there money. That is another reason the government should not allow any illegal immigrant to stay in this country. The last reason why the government should not allow illegal immigrants to stay in this country is they encourage more illegal aliens to enter the country. Once a couple people are here illegally they will often try to bring their family over to the country as well. It has been said that, ââ¬Å"Immigration has a chain effect, in which people move to the U. S. , acquire legal status and later bring in more family members either legally or illegallyâ⬠(Miller 18). People entering the country illegally and being allowed to stay here without any repercussions encourages more people to do the same. ââ¬Å"Failure to punish illegal activity encourages more illegal activity, emboldens crimes, breeds public cynicism, and discourages others from obeying lawsâ⬠(Miller 19). Illegal activity unpunished threatens American values of law and order. Illegal aliens abuse the generosity and compassion of the American people. Illegal immigration brings nothing but bad things to America. The United States government needs to overcome the problem of illegal immigration. Although there are some good aspects to it such as the illegal aliens will take unwanted low paying jobs that Americans will not work, and how diversity and acceptance of different types of people improve the overall image of America the negatives simply outweigh the positives. For example the illegal aliens can bring whatever they want into the country without anyone knowing what they brought or their background which can potentially pose a threat to American Citizens. Illegal immigrants are a drain of government money because they typically do not pay taxes which pays for all the services they use. They take away job opportunities for Americans to have, and by coming into the country it encourages other people to try to sneak into the country illegally. In order to stop illegal immigration from continuing, the government needs to put more people onto border control so they can monitor and stop more illegal aliens from entering our country.

Analysis of Barclays Bank Essay The process of restructuring the telecommunication sector truly got under way in Cameroon in June 1995, when the authorities decided thoroughly to reform network industry sectors such as water, electricity and telecommunications with a view to creating a favourable environment in which to develop their infrastructure and services and thus to satisfy increasingly exigent demand. The process took the form of liberalization, State withdrawal from the sectors concerned and the establishment of aà market structure enabling Cameroon to remain in step with the especially rapid global developments in the telecommunication sector; indeed, in spite of the investments made, the coverage rate and quality of service offered had remained largely inadequate. The process was carried out not only by defining the conditions and mechanisms liable to guarantee the sectorââ¬â¢s opening to private initiative, but also by enacting regulations and taking measures intended to enable the sector to play the decisive role incumbent on it in Cameroonââ¬â¢s economic development. Telecommunication sector reform in Cameroon is not limited to the establishment of new regulations and legislation, to the revision of the institutional framework and the establishment of an interconnection regime or to the introduction of competition. It should also comprise bringing behaviour in line with the times. One of our chief concerns is therefore also effective application of the regulations with a view to fulfilling the universal service obligation, ensuring consumer protection and providing for effective and appropriate regulation of true competition. The acquisition of the required know-how is the biggest challenge we face. The institutional players on Cameroonââ¬â¢s telecommunications scene are, as in many other African countries, of the opinion that any society that delays in jumping on the NTIC train will remain mired in a state of underdevelopment. Before 1990, as in most African countries, telecommunication services were managed by a national publicly-owned monopoly. The administration in charge of telecommunications set the rules, ensured they were applied and was itself an operator. The results did not always live up to expectations. In June 1990, the President of the Republic signed the order on the programme to privatize public and semi-public enterprises. The telecommunication sector was added to the programme in June 1995. In July 1998, law 98/014 governing telecommunications in Cameroon (the Telecommunications Act) was promulgated. It established the Telecommunication Regulatory Agency and attributed sector responsibilities to a variety of players: the operation ofà telecommunication networks to operators, regulatory matters, i.e. application of the rules and supervision of operators, to a regulatory body, the definition of sector policy and the enactment of market regulations to the telecommunication administration. In September of the same year, two public enterprises, CAMTEL for the fixed telephone service and CAMTEL MOBILE for the mobile telephone service, were set up to take over the telecommunication activities of the Ministry of Post and Telecommunications and of the public enterprise INTELCAM, which was in charge of operating and developing international telecommunication installations. The Telecommunication Regulatory Agency was set up at theà same time. Immediately after, the sale of a mobile telephone licence and the process of privatizing CAMTEL and CAMTEL MOBILE got under way. In June 1999, a mobile telephone licence was granted to a private enterprise. The privatization of CAMTEL MOBILE was completed in February 2000. The privatization of CAMTEL is not yet complete. A third mobile telephone licence is to be issued. In less than two years, the sector has undergone sweeping change. Suffice it to mention one indicator: in January 2000 there was one mobile telephone operator with about 5 000 subscribers; on 31 March 2001 there were two operators with over 140 000 subscribers. This rapid and in-depth transformation is taking place within a constantly improving legal framework. The development of new technologies and liberalization have permitted access to new telecommunication services which, depending on their specific natures, require appropriate regulation. The Telecommunications Act sets forth a new regulatory framework, opening the telecommunication sector to competition. The framework, which distinguishes between public and private networks, provides for three legal arrangements: concessions, authorizationsà and declarations. The State can grant one or several public or private corporate bodies all or part of its rights to establish and/or operate telecommunication networks. The concession is subject to strict compliance with the requirements set forth in a list of terms and conditions. This arrangement allows the State not only to keep a watchful eye on the harmonious development of modern telecommunication infrastructure, but also and above all to heighten its control over the development and supply of the basic services and facilities us ually demanded by the majority of users. The arrangement of prior authorization applies to the establishment and/or operation of telecommunication networks by physical persons or corporate bodies with a view to providing the public with a basic telecommunication service, a value-added service, a bearer service or any other service by using one or several radio frequencies. A list of terms and conditions containing the requirements to be met is attached to the licence issued to the bearer of a prior authorization. The authorization is issued for a fixed period and can be withdrawn under certain circumstances. Declarations apply to the establishment of private internal networks, low-range and low-capacity private independent networks (that are not radio networks), low-range and low-capacity radio installations (to be determinedà by the Administration), and the provision to the public of telecommunication services other than those subject to the arrangements of concession and authorization. Telecommunication terminal equipment is either freely provided or subject to type-approval. Certain provisions of the Telecommunications Act are detailed in decrees and implementing legislation. We shall not examine all of them here; indeed, some of them are still being drafted. The reform in Cameroon established the separation between the regulatory and operating functions. It works in favour of operators being entities controlled by private capital. The general framework for competition is governed by legislation on competition. The legal framework is supplemented by institutions. A revised institutional framework The telecommunication administration Spectrum management and the legislation and regulations relating to telecommunications are the exclusive domain of the State. The telecommunication administration has been invested, on behalf of the government, with general jurisdiction over the sector. It sets the general regulatory framework. It therefore establishes and implements telecommunication sector policy, whose aim must be to safeguard the missions of public service, to promote harmonious network development throughout the national territory and effective private sector participation in the sectorââ¬â¢s wealth and employment-generating activities, and to ensure compliance by all operators with the applicable treaties, laws and regulations. In addition, the administration supervises the telecommunication sector, oversees public telecommunication enterprises, represents the State at international telecommunication-related organizations and events, and manages the radio spectrum on behalf of the State. The Telecommunication Regulatory Agency, which technically answers to the telecommunication administration, is the specialized body in charge ofà facilitating actual application of the regulations issued. The Telecommunication Regulatory Agency The organization of the Telecommunication Regulatory Agency established by the Telecommunications Act is set forth in decree No. 98/197 of 8 September 1998. The Agency has three main duties: ââ¬â to ensure the regulations are implemented; ââ¬â to guarantee respect for the regulations and the exercise of competition; ââ¬â to settle certain disputes between operators. The Agencyââ¬â¢s regulatory authority is subject to performance of the following activities: ââ¬â definition of the principles governing tariffs for services; ââ¬â examination of requests for authorization and declaration and of type-approval files for terminal equipment to be connected to public networks; ââ¬â establishment of principles for calculating interconnection costs; ââ¬â establishment and management of numbering plans; ââ¬â management of the frequencies attributed to telecommunications; ââ¬â submission to the government of proposals aimed at developing and modernizing the sector; ââ¬â opinions on draft legislative and regulatory texts concerning telecommunications; control and penalties for infractions. The Agency is specifically competent to settle disputes concerning interconnection, access to a public network, numbering, cases of harmful interference, and sharing of infrastructure. The Telecommunications Act provides the Agency with a quasi-judicial body and an arbitration procedure can be set in motion should one or the other of the parties be opposed. The parties remain free to bring their case before the competent court. Human resources are the key to management and progress, for they have knowledge, that rarest of economic commodities in the 21st century. The current transition from a monopoly environment to that of controlled competition has given rise to new demands in terms of basic knowledge and know- how in telecommunication regulation. Telecommunication leaders and staff in Cameroon were still dealing with the transition from analogue to digital when circuit switching was suddenly replaced by packet switching. This recent change has reshaped the concept and definition of telecommunication networks and services. Everything must therefore be done to make sure the human resources acquire the skills they need for their own development and that of companies, which create wealth for the well-being of peoples. The Ecole Nationale Supà ©rieure des Postes et Tà ©là ©communications, an independent facility run by the Ministry of Post and Telecommunications, provides basic instruction in telecommunications and ICT to technicians (technical and operating staff), supervising technicians (operating technicians and supervisors) and senior technical managers (works engineers and operating inspectors). It plans to organize standing professional certification for the staff of public and private enterprises and of the public administrations in charge of telecommunications and ICT. Cameroon has always been present and active in regional and international telecommunication organizations. It is a member of the Administrative Councils of both the African Telecommunication Union (ATU) and the International Telecommunication Union (ITU). It has had very few bilateral exchanges of experience and information with other African countries. The ineffectiveness of regional (ATU) and subregional organizations (CAPTAC) has precluded the launch at subregional level of cooperation activities aimed at developing telecommunications in Cameroon. At the international level, ITUà has not been closely involved in telecommunication sector reform. In the past eight years, it has provided some technical assistance but otherwise almost no support for telecommunication development projects in Cameroon, possibly because the Area Office in Yaoundà © is not functioning. The capacities of the Area Office in Yaoundà © should be reinforced. Its main duties should be: ââ¬â To disseminate ITU documents and information in the area. For this, it should have the means required to provide the documentation centres of the main players in each of the areaââ¬â¢s countries with the documents and books needed to acquire knowledge in telecommunications and ICT, for most of the sectorââ¬â¢s African managers will have to teach themselves. The textile export in Bangladesh continued to grow while, in 2008, the rest of the country suffered economic recess, but Bangladesh enjoyed an export rise. The textile industries rose to 5000 factories that provided employment to about 3 million people (2). The developed countries underwent economic recess in 2008-2009 and were forced to import low- cost garments from Bangladesh to meet the demand of their customers who wanted low prices. These companies included Walmart and as a result, a Hong Kong manufacturing company- Li & Fung enjoyed a 25 % rise in 2009 as compared to China whose sales dropped by 5%. The underlying factors that triggered an increase in the exports were based on the fact that labor costs were low due to the presence of hourly rates of wages. The wages were low in Bangladesh with the minimum of $ 38 a month as compared to China that went up to $138 a month. Other factors included; few regulations that are equivalent to no rules at all, a good network of supplies which saved on transport costs, import duties and time. Bangladesh also benefited from not being China as the importer had become too independent on their imports and wanted an alternative. This came as a result of an increase in costs if the problem was no t addressed. All these factors favored Bangladesh, and it became the second largest to China garment exporter (2). Some of the main setbacks to economic development include power disruption, poor infrastructure since the government has underinvested as compared to China. Apart from these, Bangladesh underwent economic crisis after the collapse of the Rana Plaza building that hosted five garment factories. The collapse came as a result of not following construction procedures as the building could only hold five floors.

Reflections Associated with I Just Wanna Be Average - Essay Example Rose in this book presents his fellow students as products of environment they are in. During the time he was in vocational school, he is presented to us as an average student who is rarely noticed in class. Mike Rose is not limited by his brains but by his surrounding and the fact that he is a vocational student. It is ironic that in this particular category as student they are not expected to do well even by their own teachers. Students in this surrounding have low expectations and as a result, they perform poorly because that is what they are made to believe. In reality, there is a choice to perform well, but students in most cases follow the standards or levels set by the teachers. What makes this book outstanding is the fact that Mike Rose is placed in these classes as a result of confusion but, due to his strong character and determination he decides to take the enrollment. Even though, a student Rose closely examines his teachers and fellow classmates. Through his essay, he ex plains that his teachers act as if they do not want to teach; in a much-unexpected way, they use violence and lack of teaching plans to control students. This act negates the rule that students need motivation from their environment and especially their teachers. However, Rose looks at these from both sides and states that his fellow classmates do not express any desire to learn. Students in this essay paint learners who are into fights, parties and slacking off as non-performers and lack academic visions (Joy 2008). The value of student determination is illustrated through Rose because he has to travel to school using two buses. His first bus leaves him midpoint from South Los Angeles and second one takes him through forests and lots of flowers as he mentions in the essay. He also discovered some special qualities from his fellow students, which reveals one, fact that students are not as bad as they seem there is always what can be done. One of his classmates that caught his attent ion was Ken Harvey who always gave sincere answers. When asked about his expectations, he states, that he wants nothing but be average. Rose analyzes this situation further why Ken thought in such a way. He attributes these to the difficulties that students go through in their school years. Rose argues that life is wild and confusing at this particular stage of development and that by settling for low standards makes their lives a little bearable. These theory he later confirms when he joints a typical school. The standards that are set are high for him and he feels like he should be a common student, like Ken. The idea that students will always strive to achieve the set standards comes into play when Roseââ¬â¢s Dad dies. He is left alone and feels like he is not going to make it, fortunately at this particular time a man named Mr. McFarland is introduced as their English teacher, these man comes in with disorder and eccentrics. Despite these Rose finds he likes the teacher becau se he has his students at heart and encourages them to work hard. As a result of this attitude rose finds himself interested in learning more than ever, eventually the teacher convinces him to enroll for college education.
